Board of Directors Meeting Minutes

September 14, 2016

 

Board Members in Attendance: Nancy Grant, Larry Velte, Maureen Pettis, Mark Heppner, Jillian Mueller, and Jim Bovino

Guest in Attendance: Crystal Terrant, owner of Burke Community Management Group

Meeting called to order: 7:30p.m.

Approval of August Meeting Minutes:   Approved 4–0.

Treasurer’s Report:  August financials reflected the following: one CAB Operating Account with a balance of $27,727.09; two general fund CD's with balances of $5,357.01 and $5,340.09; one Reserve Study CD with a balance of $18,601.16; Other Current Assets with balances of $8,535.44 (Accounts Receivable - $8,232.98; Interest Receivable - $1.27; Prepaid Expenses - $301.19); bringing the total assets to a balance of $65,560.79. 

Old Business:

·         Non-payment of annual assessments – Three homeowners sold their homes in FY15 without paying annual assessment.  Per the covenants, the new owners are not responsible for the assessment and the Board was legally advised to not pursue the unpaid assessment as a personal debt from the former owners.  Board approved 6-0 a motion to release $116.90 to bad debt.

·         Commonwealth/Sideburn Holly Trees – Board approved 6-0 a motion to make a $950 down payment towards accepting a vendor's bid to beautify this KPW common property.

·         Homeowner/Aggressive Dog – Homeowner who was attacked by a neighborhood dog expressed gratitude to Board for submitting to the Herald an article that addressed topic of aggressive dogs in KPW.

·         Appointment of Board Member – Search continues for a candidate to fill the one-year term for a vacant Board member position.

·         Burke Community Management Group – Crystal Terrant attended September monthly meeting to explain to the Board how it could interpret and understand the monthly KPW financials such as: Balance Sheet Numbers, Generally Accepted Procedures, and definition of financial terms.  Crystal will work with the auditors to make the balance sheet clearer and easier to understand.

·         Covenants – Board investigation determined that an old deck structure in HOA common land constituted encroachment.  The homeowner removed the deck material. 

New Business: Board will investigate homeowner's report of a tree posing a hazard to property.
